CALL FOR EXTERNAL EVALUATOR FOR ONE PROJECT
African Centre for Biodiversity (ACBio) is contracting an independent expert to evaluate its 0-3 programme “Resisting expansion of corporate-industrial agriculture and genetic modification technologies in Africa agri-food systems” funded by Bread for the World.
Introduction
The African Centre for Biodiversity (ACBio) is a research and advocacy organisation working towards food sovereignty and agroecology in Africa, with a focus on biosafety, seed systems and agricultural biodiversity. We are committed to dismantling inequalities and resisting corporate-industrial expansion in Africa’s food and agriculture systems.
Initially, our focus was exclusively on GM and biosafety, thus the organisation was established in 3 as the African Centre for Biosafety. Over the years, this expanded into working on the interconnected issues affecting food sovereignty and biodiversity in Africa, including seed laws, farmer seed systems, agricultural biodiversity, agroecology and corporate expansion in agriculture. Our current geographical focus is mostly Southern, West and East Africa, with extensive continental and global networks.
Role of the evaluator :
We are searching for an external evaluator to assess the achievements and lessons learned on the project “Resisting expansion of corporate-industrial agriculture and genetic modification technologies in Africa agri-food systems” (0-3).
The evaluator is expected to assess the achievements of African Centre for Biodiversity (ACBio) in implementing the programme and reaching the objectives set and to give recommendations for future work.
Specifically, the evaluator is expected to :
Conduct evaluation interviews with ACBio members and its social movement partners involved in the programme together with other relevant stakeholders to evaluate its Relevance, Effectiveness, Efficiency, Impact, and Sustainability on national, regional and international level.
Interview relevant social movement partners, civil society groups, government officials to assess the achievements and impacts on all levels.
Conduct workshops with ACBio internal staff to assess the organisation’s or programme’s processes, procedures and standards and M&E system.
Draft a report describing the evaluation design and methods, outcomes and achievements, lessons learnt and recommendations for improvements, also taking into account the findings of internal evaluations done previously by ACBio.
Profile :
Excellent knowledge of evaluation methodology and experience with advocacy-based social movements is essential.
Expertise and knowledge on food systems, agroecology, genetic modification technologies is preferrable.
Seasoned experience working with civil society organisations in the fields of advocacy, capacity-building and network building.
Excellent writing skills and ability to concisely summarise evaluation results for different audiences.
Excellent research and analytical skills.
Ability to work independently.
Additional language skills desirable.
ACBio will also consider submissions made by a team of evaluators.
Conditions
The contract is for a period of 4 months, from 1
April to
July 3 inclusive.
The evaluation will be conducted between April-June 3 with the final report due by
July 3.
Times for interviews and workshops with ACBio staff, members and stakeholders will be agreed with the selected consultant.
Contract and budget : R all-inclusive and non-negotiable.
