Job description

PURPOSE OF THE JOB

To implement the INSETA’s financial strategy by providing oversight and guidance on grants management activities by managing the Discretionery grants, and Mandatory grants value chain processes in compliance with internal and external legislative and operational compliance requirements through :

  • Maintaining and implementing effective and efficient management control systems to ensure sound grants management within the INSETA.
  • Overseeing the execution of the accounting and reporting on grants management.
  • Ensure compliance with the grants management accounting systems, policies and procedures.
  • Managing project finance effectively and efficiently.
  • Ensuring the valid and accurate employers grants are refunded to qualifying employers in line with the Legislation and INSETA policy
  • Managing Discretionary grants payments and ensure correct accounting in line with the payment tranche deliverables.
  • Ensuring that the end-to-end Discretionery grants procedures are aligned and implemented.
  • Monthly update and maintenance of commitment register.
  • Oversee effective document management processes.
  • Responsible for the risk management including implementation of risk mitigation plans within the Grants Management Division.
  • Performing all tasks related to the purpose of this role, as required and delegated.

Outputs

Discretionary Grants (DG) Management 40%

  • Develop or Review and implement accounting policies  on respective management in line with the legislative prescripts.
  • Development or Review and implementation of grants policies, procedures and guidelines.
  • Directing the alignment between grants accounting and operational processes and activities.
  • Assist the DG committees in fulfilling their responsibility through the development of budget charters and providing other support functions relating to DG management.
  • Provide support and advice on the DG contracting process and contract standardisation parameters for the various programmes
  • Analyzing and verifying contracts in line with the approved policies and DG committees’ recommendations and approval by the CEO.
  • Review of DG expenditure transactions ensuring that payments to be made are valid, accurate and complete.
  • Designing processes and controls to ensure that payments are made within reasonable timeframes
  • Ensuring Discretionary grants payments are done in line with the contract payment tranche deliverables and timeously.
  • Ensure all payment tranche deliverables or supporting documents are properly maintained and easily accessible for audit purposes.
  • Assist in the Performance of assertions test (occurrence, accuracy, cut-off, completeness and classification by :

  • Performing recalculations of every invoice payment tranche in accordance with the approved DG procedures and / or guidelines and learning programme contracts.
  • Ensuring the dg expenditure is correctly accounted for in the correct reporting period as per the payment tranche deliverables.
  • Ensuring the correct classification of the DG related expenditure in line with the policy and procedures in respect of project administration and project expenses
  • Ensuring the accurate, valid and complete accruals for DG expenditure are calculated and processed in the accounting system.
  • Ensuring that all project adjustments are correctly accounted for in the commitment register.
  • Timeous update and maintenance of the commitment register with all supporting documentation.
  • Timeous submission of the commitment register, supporting the financial statements to internal and external stakeholders.
  • Ensuring the feedback from project site visits conducted as part of project monitoring processes is analyzed and decoded to the commitment register accurately and timeously.
  • Conduct a completeness reasonability test on DG  accruals with the annual performance report at each reporting period.
  • Periodic review of the commitment register to identify any possible clawbacks / potential savings and also projects taking longer to implement for reporting to the relevant Divisions.
  • Give inputs to grants management process improvement initiatives and help identify cost saving opportunities and implement processes to achieve efficiencies, best practice and standardisation.
  • Actively identify opportunities, systems and processes to automate the DG value chain process and the commitment register.
  • Timeous submission of all requests for information to the assurance providers including Internal Auditors and External Auditors.
  • Manage and lead all initiatives to address internal control deficiencies identified by assurance providers including internal and external auditors
  • Mandatory Grants Management 25%

  • Designing processes and controls to ensure that mandatory grants payments are made within reasonable timeframes
  • Calculate all levy and mandatory grant related receivables monthly and updating the accounting records (Exempt employers, Current & Prior scheme year provisions, Bad debts, Inter-Seta)
  • Review of monthly levy income reconciliations
  • Identification and follow up of small companies
  • Reconciliation of grant payments to levies received per top employer / linked employer and submission of same to the employers
  • Engagement with employers regarding all administration or mandatory grant related enquiries (query resolution)
  • Review of mandatory grant payments for accuracy, completeness and validity
  • Review and timeous submission of mandatory grants related to supporting documents for the financial statements’ preparation process.
  • Timeous submission of all requests for information to the assurance providers including Internal Auditors and External Auditors.
  • Manage and lead all initiatives to address internal control deficiencies identified by assurance providers including internal and external auditors
  • Inter-SETA  transfers 2%

  • Manage Inter-SETA transfers and payments in accordance with standard
  • operating procedures.

  • Liaise with other SETAs and DHET regarding inter SETA transfers.
  • Reporting 8%

  • Provide information for the preparation of quarterly reports for DHET.
  • Respond to requests from internal and external audits.
  • Prepare Levy and Payment Reports
  • Develop ad hoc reports for management.
  • Analyse and interpret data from WSPs and ATRs i.e. identify trends (historical and projected).
  • Timeous progress reporting on action plans against reported internal / external audit findings.
  • Risk, Regulatory and Compliance                                                        Management 5%

  • Contribute to and support the Chief Financial Officer in establishing, implementing and maintaining grants management, and accounting administrative, management and control systems.
  • Provide advice and guidance to INSETA management on an ongoing basis to ensure compliance and governance.
  • Enforce compliance to all regulatory frameworks for all grants activities both by business stakeholders as well as the team, ensuring the INSETA adheres to risk and compliance policies and procedures, including compliance to INSETA policies and procedures, e.g., delegations of authority.
  • Work closely with Human Resource partners to ensure effective and appropriate disciplinary steps are taken against any employee who contravenes or fails to comply with financial management prescripts of INSETA or undermines the grants management and internal control system of the INSETA
  • Identification and assessment of operational risks within the division
  • Design and implement controls to address identified risks and reduce the residual risk ratings
  • Determine and implement corrective action / s in response to reported internal and external audit findings.
  • People Management 15%

  • Lead and develop staff within the context of the Labour Relations Act, Employment Equity Act, Basic Conditions of Employment Act and the Skills Development Act.
  • Unite employees around the INSETA values and personally demonstrate the values in everyday behaviour.
  • Ensure that the correct number, appropriately competent people are timeously appointed to meet the Division’s objectives.
  • Build and maintain a positive, empowering, performance-driven culture within the Division :
  • Ensure all employees in the Division are clear on their own role, and the expectations of successfully fulfilling the role.
  • Ensure that each employee has a line of sight as to how they personally contribute to the INSETA’s and the Division’s mandate, purpose, vision, and mission.
  • Ensure all employees in the Division have a mutually agreed, signed performance contract.
  • Monitor staff performance and provide regular feedback.
  • Conduct regular performance discussions with subordinates.
  • Coach and support staff where necessary to achieve set objectives.
  • Motivate and inspire employees to deliver on and exceed expectations.
  • Ensure all employees in the Division have access to the information, equipment, job aids, tools, processes, SOPs, policies and other resources to successfully fulfil their role.
  • Promote cross-divisional support and teamwork to break down silos and to harness multi-disciplinary knowledge, insights and skills.
  • Manage staff activities, ensuring service levels are met and protocols are adhered to, e.g.,
  • Manage staff leave and general time management issues in line with organisational deliverables and standards.
  • Lead Divisional project management teams to achieve functional objectives.
  • Manage and deliver on succession plans to enable the development of a future generation of leaders and specialists and ensure optimal turnover and retention levels are maintained.
  • Ensure that all employees in the Division have an active, needs-driven PDP supported by the INSETA and champion staff training and development through the utilisation of available training opportunities or contributing to the development of new training solutions.
  • Maintain optimal employment relations in area of responsibility and follow labour relations policies and procedures to ensure fairness.
  • Lead the team towards meeting the strategy and targets through regular communication and utilisation of the full organisational talent management tool set :
  • Establish regular (at least monthly) team and one-on-one meetings (between self and direct reports, and managers and their direct reports) within the Division to provide feedback, share information and build morale.
  • Ensure that records of meetings are kept and shared across the team and that action plans agreed to within team meetings are delivered upon.
  • Establish other effective communication structures and systems to ensure real-time vertical and horizontal communication.
  • Ensure that all employees in the Division have a mutually agreed (between themselves and the INSETA) career plan that they personally find compelling and energized to pursue.
  • Manage disciplinary and grievance procedures and incidents.
  • Plan and manage finance staff activity to achieve efficiency in meeting all reporting requirements timely
  • Stakeholder Relationship Management 5%

  • Maintain effective relationships with internal and external stakeholders, to drive the provision (including responsibility) of grants financial information and support to all relevant stakeholders.
  • Give input to the development of proposals to obtain strategic partnerships and support the Chief Financial Officer in managing existing agreements with external entities such as industry, government, universities, and international partnerships.
  • Responsible for resolution of stakeholders concerns and queries relating to any discretionary grants and mandatory grants management, reporting and accountability matters.
  • Build INSETA’s credibility and reputation in the sector.
  • Ensuring stakeholder satisfaction on service delivery related matters
  • Providing periodic training to stakeholders on updated SOPs
  • REQUIRED QUALIFICATIONS AND EXPERIENCE

    Qualifications

    Minimum Requirement :

  • Grade 12 or equivalent  (or equivalent) and;
  • NQF level 7 qualification in Financial Accounting, Financial Management, Cost and Management Accounting or similar field (or equivalent)
  • Preferred Requirement :

  • BCom Honours / Post Graduate Diploma in Financial Accounting, Financial Management, Cost and Management Accounting or equivalent similar qualification.
  • Professional registration with any appropriate accounting body (e.g. CIMA, SAICA, SAIPA, IRBA) would be an added advantage
  • Experience

    Minimum Requirement :

  • A minimum of 5 years’ proven experience in Financial Management and / or Accounting At Management level is required
  • Applicable experience in the Public Sector environment including knowledge of PFMA and GRAP reporting framework. SETA experience will be an added advantage.
  • Preferred Requirement :

    A minimum of 8 + years proven experience  in Financial Management at Management level is preferred.

    REQUIRED KNOWLEDGE AND SKILLS

    Knowledge

    Minimum Requirement : Knowledge and understanding of the PFMA and NT regulations.

    Knowledge and understanding of the appropriate legislative and regulatory frameworks. (PFMA, Treasury Regulations etc.)

    Skills and competencies

  • Computer literacy (Especially Excel)
  • Knowledge of relevant legislation within the SETA environment
  • Ability to do trend analysis and advice thereon
  • Strong financial skill
  • Good communication skill
  • Ability to interpret data and convert data to management information
  • Problem solving skill
