JOB SUMMARY This position coordinates the county's emergency response to wildland fires, search, and rescue and other county-level incidents. It serves as the Sheriff's liaison during incidents. It provides for protection of life, health, safety, welfare, and property of the public and community; as well as assists community members in solving problems related to emergency management.
SUPERVISION RECEIVED Receives general direction from the Sheriff and Undersheriff.
SUPERVISION EXERCISED Exercises direct supervision of support staff, division and unit supervisors. Supervises overall operations, and activities of the Emergency Operations Division including the oversight of staff training, assigning and reviewing work, recommending staffing resources, hiring and selection of staff, making recommendations impacting pay, status, and disciplinary action, and evaluating performance.
ESSENTIAL FUNCTIONS : The duties described herein are intended only as illustrations of the various types of work that may be performed. Coordinate the Archuleta County Multi-agency Coordination Group (MAC Group).Coordinate with Local, Regional, State, and Federal partners including but not limited to other governmental agencies, non-governmental organizations, private businesses and individuals and specialty groups.Coordinate and support division volunteers.Coordinate with and support the Archuleta County Incident Management Group (IMG), the search and rescue (SAR) teams and cooperating agencies to manage county incidents.Support the volunteers, IMG, MAC Group, SAR Teams and other cooperating agencies with education and direction when requested.Oversee all division finances : participate in annual budget process, approve division expenditures, track annual expenses / revenues, pay division bills, apply for and administer division grants, and assist when audits occur.Serve as the Archuleta County Sheriff liaison during emergency incidents.Manage wildland fires in areas of the Archuleta County Response Zone that are unincorporated and outside the fire districts and outside the national forest.Help manage local emergencies and disasters.Resolve disciplinary and personnel problems of assigned personnel.Inspect equipment and schedule maintenance.Conduct inventory of materials, supplies, and equipment.Prepare incident reports and daily activity records.Develop / revise county emergency plans.Write, review, and edit grant proposals, memorandums of understanding, and standard operating guidelines.Facilitate local training : incident management, emergency management, wildland fire, search and rescue, and emergency medical care.Participate on various committees and boards related activities and responsibilities.Attend community meetings and provide education.Travel for regional and state meetings and conferences.Under the direction of the Sheriff or Undersheriff : communicate with the Board of County Commissioners, other Elected Officials and the public on events or emergencies; work with the Sheriff's Office and County Public Information Officers to prepare news releases; respond to media interviews and questions and other official communication(s).Will be required to act 24 hours a day, including holidays and weekends.Represent the Sheriff and the Sheriff's Office at all times during employment.Provide medical aid to injured subjects.Travel to regional, state and national trainings and conferences to receive training or support the event. OTHER DUTIES Perform other related duties as assigned.Perform janitorial duties along with other staff in and around the emergency operations center and the emergency management storage areas.Undertake major assignments, including short and long term projects, and accept additional responsibilities as directed by the Undersheriff or Sheriff.Manage or assist with the management of wildland fires or incidents outside Sheriff's jurisdiction when requested by the jurisdictional agency.Travel for extended periods to assist with the management of regional, state and national emergency and disasters.Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of Emergency Operations Management.Attend schools, conferences and other meetings to keep abreast of current trends in the field; represent the department in a variety of local, county, state and other meetings. MINIMUM QUALIFICATIONS Any combination of experience and training that would likely provide the required knowledge and abilities may be qualifying. Possess the highest degree of integrity and strong interpersonal skills.Principles and practices of program development and administration as it relates to Emergency Operations Management. Education, Experience and Licenses Education : High School diploma or GED, supplemented by specialized training in wildland fire management, search and rescue, and emergency management.Must have completed IS-, IS-, IS-, IS-, IS- and IS- or equivalent.Supervisory training required.Bachelor's degree desirable.Preferred to have completed L- and an instructional methods class.Experience : Experience as a wildland firefighter preferred.Experience as a supervisor or coordinator.Experience in classroom / field instruction.Licenses and Certifications : Possession of a valid Colorado Driver's License.Must possess and maintain a valid Driver's License from the date of hire.Annual Federal Work Capacity Certification (Red Card) : Must be able to walk at least 3 miles with a 45-pound pack in 46 minutes 15 seconds between the elevations of 7, and 8, feet over flat terrain. To be valid, the test must be administered by the Archuleta Sheriff's Office or San Juan Public Lands.Single resource boss qualification under NWCG standards preferred.Type IV incident commander qualification under NWCG standards preferred.Sawyer type A or equivalent preferred.Professional CPR certified preferred.Emergency Medical Technician certified preferred.State of Colorado Hazardous Materials Operational Level (does not have to be current) preferred.MENTAL ACTIVITIES Reasoning : Ability to apply common sense understanding to carry out assigned duties, ability to reason with a diversity of cultures and individuals and difficult conditions and often strong and vocal viewpoints.

This will be required in emergency situations that can be stressful.Pass random drug and alcohol testing. TOOLS AND EQUIPMENT USED : This position requires competence with a variety of hand tools and power tools including, but not limited to chainsaws, firing equipment and / or portable pumps.
It also requires the operation of a variety of vehicles, including but not limited to fire engines, pickups and ATVs.
