Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease in low- and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

Founded in 2002 in response to the HIV / AIDS epidemic, CHAI has expanded its focus over two decades to include COVID-19, malaria, tuberculosis, hepatitis, and more. Our work now encompasses cancer, diabetes, hypertension, and other non-communicable diseases, alongside life-saving vaccination roll-outs and health system strengthening.

Program Overview

Vector Borne Diseases (VBDs) such as malaria, visceral leishmaniasis (VL), lymphatic filariasis (LF), dengue, chikungunya, and Japanese encephalitis remain major public health concerns in India. India has achieved remarkable reductions in VBD cases, yet challenges persist due to climate change, urbanization, migration, and gaps in vector control.

The National Center for Vector Borne Diseases Control (NCVBDC) under the National Vector Borne Disease Control Programme (NVBDCP) coordinates policy, surveillance, capacity building, and innovation deployment.

Project Background

WJCF supports NVBDCP’s vision of accelerating elimination of VL, LF, and malaria through embedded Technical Support Units (TSU) in Delhi and state teams in Maharashtra and Karnataka. The TSUs provide technical and managerial support, disease intelligence and analytics, adoption of dynamic innovations, and partnership steering.

Position Summary

We seek a highly motivated public health leader with senior management experience to lead the VBD TSU in Delhi and state teams. The Program Director will provide overall technical oversight, serve as the principal interface with donors, NCVBDC leadership, and program partners, and align multiple stakeholders. Exceptional people skills and analytical problem-solving in complex environments are essential.

Responsibilities

  • Lead the design, development, and execution of coherent, multiyear strategies to streamline VBD programming and fundraising.
  • Develop cross-program collaborations and conceptual linkages in a resource-constrained context.
  • Integrate VBD portfolio with climate change, One Health, and disease surveillance themes.
  • Lead structured program performance reviews, develop an accountability culture, and oversee program tracking and data analysis.
  • Drive program monitoring processes, including Gantt chart management and productive team meetings.
  • Prepare key program reports for stakeholders and donors.
  • Facilitate fundraising and business development through grant writing and documentation reviews.
  • Build implementation capacity and ensure timely execution, compliance, and responsiveness to government needs.
  • Develop and maintain stakeholder matrix and manage relationships with governmental, donor, NGO, and service delivery partners.
  • Maintain strategic communication aligned with WJCF’s policies and audience needs.
  • Manage team resilience, creativity, and performance; provide hands-on guidance and career development.
  • Oversee financial management, budget planning, resource allocation, and reporting.
  • Apply problem-solving and risk assessment practices; promote data-driven recommendations.
  • Lead technical expertise, knowledge management, and sharing of best practices at national and global convenings.

Qualifications

  • MBBS and MD or a postgraduate degree in public health, public policy, management, or development.
  • Minimum 15 years of professional experience in demanding, results-oriented public health environments at senior managerial or leadership levels.
  • Experience with VBDs at national or state level is an asset.
  • Proven record of building partnerships and shaping policy with senior government and donor officials.
  • Experience leading teams in technical support to public health departments.
  • Experience in concept note / proposal development.
  • Strong written and oral communication skills for analysis and stakeholder presentations.
  • Track record of working in multi-stakeholder environments and building effective relationships.
  • Entrepreneurial mindset and ability to work independently and implement new initiatives.
