Job Purpose
Department of Infrastructure, Western Cape Government has an opportunity for a suitably qualified and competent Professional Engineer to administer construction contracts related to road infrastructure from the tender documentation phase through to the implementation and finalisation of the execution phase.Minimum Requirements
Engineering Degree (B Eng / BSC (Eng)) or relevant qualificationA minimum of three years post-qualification engineering experience requiredCompulsory registration with ECSA as a Professional EngineerA valid code B driving licenceRecommendation

Provide technical input into tender and contract documentation and ensure through evaluation that specifications are based on sound engineering principles and according to norms and standards and code of practiceDevelop cost effective construction solutions according to standardsEvaluate existing technical manuals,standard drawings and procedures; Input into the development of tender specifications; Approval of engineering works according to prescribed norms and standardsEnsure training and development of candidate engineers to promote skills / knowledge transfer and adherence to sound engineering principles and code of practiceAdminister performance management and developmentManage resourcesEnsure adherence to regulations and procedures for procurement and contract administrationMonitor, control and report on expenditure and service deliveryContinuous professional development to keep up with new technologies and proceduresLiaise with other Directorates, regional offices and local authorities regarding contractsHuman capital development including training of technical staff; Office administration and budget planning; Provide inputs for standardisation of plans and project procedure manual; Monitor, control and report on expenditure and service deliveryInput towards improvement of standard documentation and administrative procedures; Provide assistance to contractors and consultants to ensure adherence to regulations, procedures and standards; Liaise with relevant bodies / councils on engineering matters; Keep abreast of new technological changes.Competencies
