Technical Advisor – Organizational Capacity Strengthening, Small Grants Program
CORE Group is an independent, not‑for‑profit hybrid organization based in Washington, D.C. and dedicated to improving community‑focused public health practices. It administers a participatory 3‑year Small Grants Program to advance Sexual, Reproductive, Maternal, Newborn, Child, and Adolescent Health (SRMNCAH) programming in priority East African countries (Ethiopia, Kenya, Madagascar, and Malawi). The Technical Advisor will lead the assessment, capacity strengthening, and development of civil society organizations (CSOs) that receive small grants to design and implement SRMNCAH interventions.
Role Objectives
- Strengthen the technical and organizational capacity of selected CSO partners.
- Provide critical financial resources to women‑led, youth‑led, disabled‑inclined, and other minority‑led organizations.
- Develop an improved grant‑making mechanism for SRMNCAH through participatory approaches.
- Implement successful RMNCAH interventions with a focus on women and girls.
Responsibilities
Conduct participatory assessments of institutional development needs of CSO sub‑awards.Design, coordinate, and deliver training programs to build organizational management and accountability.Provide technical support to CSOs so that capacity‑strengthening activities promote best practices.Coordinate with the Project Manager on project planning, monitoring, and evaluation to achieve results.Develop a sustainable overall capacity‑building strategy for CSO sub‑grantees.Establish collaborative partnerships with implementing sub‑grantees, technical experts, and stakeholders.Develop internal and external learning agendas to capture lessons across the program.Ensure gender‑transformative approaches through clear protocols, guidelines, and SOPs.Draft program work plans, reports, training materials, and presentations.Contribute to the participatory M&E framework, ensuring accountability and learning for organizational strengthening.Track and document organizational needs and improvements.Support communications and advocacy on the project, disseminating success stories and lessons learned.Generate and share knowledge through literature reviews, best‑practice reports, and strategic planning for scale‑up.Implement innovative approaches to maximize effectiveness of training and capacity‑development initiatives.Partnership Development & External Relations
Lead meetings and conferences to share progress and learning.Collaborate with regional and global forums on CSO capacity strengthening, ensuring decolonization and equity.Maintain relationships with CORE Group Working Group co‑chairs and related members.Coordinate external communication with donors and stakeholders as requested.Qualifications
Master’s degree in international studies, organizational management, administration or related field.Minimum five years of experience providing capacity‑building support to CSOs, including policy, structure, HR, finance, and business development.At least three years of substantive experience designing, facilitating, and delivering participatory trainings and training‑of‑trainer workshops.Three years of project management and / or supervisory experience.Experience in policy advocacy, research, publication, coalition building, and media engagement.Proven project management skills : development, M&E, and report writing.Demonstrated knowledge of gender‑transformative, equity, localization, and decolonization principles.Strong communication skills; ability to work with diverse, multidisciplinary, and remote teams.Preferred international NGO experience.Proficiency with Microsoft Office, video conferencing, and project management software (e.g., Mondays.com).Fluency in English (spoken and written); knowledge of French, Swahili, or local languages a plus.Based in East Africa with work authorization.Salary
$55,000 – $60,000 annually, plus employee benefits (80% position).
