Job Description

REPSSI is looking for an individual with outstanding repute to serve on its Regional Board of Directors as a Treasurer for an initial term of 3 years renewable once for a second term of another 3 years. In all you will serve 6 years. The Regional Board oversees the Country Advisory Boards (CABs) and all country operations. The REPSSI Board of Directors will comprise a minimum of five and maximum twelve members who include the Chairperson, Vice Chairperson and a Treasurer. Three committees – the Audit and Risk Management Committee, the Board Nominations and Human Resources Committee, and the Programmes and PSS Technical Committee – support the business of the Board. The board meets quarterly and has different roles and responsibilities that are clearly spelled out in the Governance Charter. Board members serve as volunteers and offer their time and expertise in contribution to the attainment of the organisation’s noble cause of reaching out to the most vulnerable people in our community.

Background

The REPSSI 2026-2030 strategy is anchored in five SMART outcomes that reflect our intent to deliver mental health and psychosocial wellbeing at scale, with integrity and impact:

  • We will mobilise at least $35 million in diversified funding to sustain and scale our work across 13 countries, with 60% of new resources aligned to our strategic priorities and community partners.
  • We will generate and disseminate 20 high‑quality evidence products—including regional studies, policy briefs, and practice guides—that influence MHPSS policy and programming across East and Southern Africa.
  • We will ensure that 90% of our direct service delivery meets or exceeds quality benchmarks, as defined by our regional MERL standards and validated through community feedback and independent surveys and evaluations.
  • We will strengthen the capacity of 250 local organisations and government systems to deliver integrated, gender‑responsive MHPSS services, with at least 50% of these led by youth, women, or marginalised groups and key populations.
  • We will embed psychosocial wellbeing into 10 regional and national policy frameworks, positioning MHPSS as a core pillar of social protection, education, and climate resilience.

Roles and Responsibilities

  • Vision and Strategy formulation
  • Define, preserve, protect, maintain and promote the vision, mission, core values, and goals of REPSSI.
  • Periodically participate in the development and review of the Country Strategic Plan and to ensure it is up‑to‑date and relevant to the context of the organisation’s operations.
  • Planning and budget oversight – review and approve the annual budget and work plan of the organisation prepared by management, and ensure that the programmes and budget are in line with the strategic directions of the organisation.
  • Programme implementation – through reviewing activity reports and field monitoring visits, ensure that management is implementing all its projects as planned and approved in the annual budget and work plan.
  • Policy formulation – ensure that relevant policies that guide the operations of the organisation have been formulated, updated, reviewed and approved by the Board and are being enforced by the Chief Executive Officer.
  • Corporate image building, promotion, networking and fundraising – support, promote and market the REPSSI programmes nationally and internationally to Government, development partners, donors, and other like‑minded organisations; help in identifying and developing local and international resources for the organisation including finances, human resources, material, and other technical resources.
  • Participate in REPSSI‑related public events such as conferences, workshops, campaigns, etc.
  • Stewardship and accountability – ensure functional systems are in place for good corporate governance, social accountability, and prudent management of organisational resources.
  • Appoint the external auditors and receive the audit report. Ensure that follow‑up of recommendations in the management letter are implemented.
  • Ensure that the organisation complies with all the legal, tax and other relevant statutory regulations.

The Role of the Treasurer

  • A Director who shall be a member of the Board is appointed to serve as Treasurer of REPSSI. Such Director’s position as Treasurer will be confirmed by the Board annually.
  • The Treasurer shall have all the powers incidental to office of Treasurer and such other duties as the Board may from time to time determine.
  • The Treasurer shall be assisted by the CEO and the REPSSI Manager responsible for finance in the performance of his or her functions to ensure that:
    • REPSSI finances are managed in a transparent, accountable manner and that financial information presented to the Board is accurate and comprehensive;
    • REPSSI operates within the legal framework and financial guidelines set out by national laws of the relevant countries of REPSSI operations;
    • adequate financial controls are in place and REPSSI operates within a sound financial framework and that funds received for specific purposes are appropriately spent for that purpose;
    • suitable auditors are identified and their appointment recommended to the Board;
    • an annual meeting is convened with external auditors to discuss the auditor’s report and accounts; and a formal report about the annual audit is presented to the Board.
  • The Treasurer shall, in addition to attending Board meetings, make reasonable time available to respond to any issues raised and to meet with the auditors.

Qualifications and Requirements

Person Specification

  • Values: You will hold values very similar to our own; integrity, collaboration, excellence, respect, innovative, caring and value diversity.
  • Social skills: We are looking for someone who is at ease networking at both local and global levels, with governments, civil society organisations and academia. We shall be looking to grow our own profile and image from some of your contacts and networks. Membership to professional bodies and previous Board experience is desirable.
  • Organisational skills: Leadership skills, strategic planning, conceptualising and designing innovative development concepts.
  • A degree in the Financial Management field.
  • You will possess more than 10 years of consistent service in the finance field, with at least five years’ experience managing large finances for an NGO.
  • You will have served on an NGO Board for a minimum of three years.
