Job descriptionFormal Qualifications Grade 12 Core Content / ATS Course Aeronautical Information Management Advanced and / or Geographic Information Systems Course Aeronautical Information Exchange Model (AIXM) Course Aeronautical Information Quality Management Course Management qualification (Management Course or Degree) At least 10 years’ experience in Air Traffic Management operations (AIM – FLIGHT PLANNING / NOTAM or ATS / AIR TRAFFIC FLOW MANAGEMENT) Experience in aeronautical data quality, collection, analysis and methodology is required In-depth knowledge of ICAO documents pertaining to flight and flow information (FPL, FIXM, Flow Management) Experience in standards and regulations for the collection, storage, and use of aircraft characteristics and performance data Experience in defining requirements / specifications for flight planning and briefing systems Operational experience and knowledge of co-ordinate systems, aeronautical data and information, including Maps / Charts, co-ordinate and map projections Flight Information Exchange Model (FIXM) Aeronautical Radio, Incorporated (ARINC 424) Geographic Information Systems (GIS) Aeronautical Data Quality (ADQ) Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint) and other productivity tools Project Management Experience Team Resource Management On the Job Training (OJT) / Training Instructor Determine the safety objectives for the general aviation sector Draw up and implement Master Oversight and Surveillance Plans / programmes for safety oversight Determine and allocate the resources to execute the safety and oversight plans Manage the resources that conduct the safety oversight plans Continuously review operational performance against the MOSP and the progress of other technical and operational programs Make relevant recommendations pertaining to safety management systems for general aviation organisations Compile and manage the section's budget Control budget expenditure Manage all inspectors to ensure that safety is not being compromised Schedule inspectors to ensure timely response to operational demands. Ensure all inspectors are trained accordingly Monitor and measure departmental performance Oversee the operational process according to ICAO and ISO standards Respond to tactical and operational issues arising from day to day general aviation organisation Directly support with the creation of regulations and safety standards for general aviation organisations Through the CAA Regulation, ensure that safety is maintained for all general aviation organisations Identify latent failures in the operator's safety management systems Guide the industry on according to safety standards to ensure that safety is not being compromised Act on behalf of the SACAA to advocate safety and efficiency of general aviation organisations Establish operational framework for general aviation organisations in line with regulations Provide entry support to the legal system on enforcement issues through the Enforcement Committee Update and amend all documentations, checklists, and procedures to ensure compliance with regulations Supply consistent advice on compliance with regulations and policies to the industry and the Director of Civil Aviation in line with best practice Develop, lead, discipline, supervise and foster human relationships to motivate and manage a team of personnel within the general aviation to ensure maximum staff efficiency and performance Manage key performance areas of directly reporting staff members to ensure achievement of their agreed objectives Monitor performance of staff against agreed performance standards and ensure attainment of departmental deliverables Provide operational support and direction to staff members Ensure direct reports are adequately trained Commercial Pilot License with 500 Flying Hours NQF Level 6 Qualification in Management or related field 5 Years experience in General Aviation OR in a Aviation Regulation Environment 3 Years experience at management or supervisory level as an added advantage Provide technical and professional support and expertise by assessing and analysing the required problems or needs in order to propose optimal technical solutions and recommendations for airports Compile management reports on SAF implementation, compliance to developed standards and training requirements regarding the adoption of standards and procedures Accountable for development / maintenance of relevant policies in CIAM & AFBT, developing and managing business processes and procedures Identify, develop and propose appropriate advisory approach, solutions and deliverables based on specialist requirements in the area of aviation fuels Establish, monitor and manage healthy, diverse, workable internal and external relationships Compile, manage and account for relevant budgets according to business requirements and specifications Prepare clear and well-presented technical content for inclusion in key project documents Develop / Adopt standards and frameworks for supply and storage of aviation fuels and into plane activities Implement and manage people development processes such as performance management, succession planning and talent management to meet functional performance standards Bachelor's Degree (4 years – 480 credits) – Engineering discipline / Chemical / mechanical / Process - Essential Master's Degree – Engineering / discipline / Chemical / Mechanical / Process - Advantageous 6 Years Operational Experience – Technical research and linear programming / fuel quality management 3 Years Management experience – Coordination and implementation of multidisciplinary projects – Essential 3 Years – Supervisory experience – People Management - Essential Relationship Building Methodical Knowledge of JIG Framework and requirements, etc

Introduction
- Applications are invited for the position of Manager : Flight and Flow Operations on (Peromnes Grade 7) based at Bruma. The successful applicant will be reporting to the Head : Aeronautical Information Management and Systems.
- Purpose To manage the performance of the Flight and Flow Operations section by ensuring safe and efficient flight operations through the provision of flight plan filing services, namely the receiving, processing and distribution of flight plan (preliminary, filed, current or operational flight plans) and related Air Traffic Services messages within the Air Traffic Management system.
