JOb Purpose
The incumbent will be responsible for supporting and implementing the monitoring and evaluation, research, and learning framework for the program, via quality assurance activities, performing spot checks, and data collection. S / he will collaborate with the M&E Manager to coordinate visits across the main field site and remote sites for data collection and observation. This will help in assisting the line manager with consolidated findings and reports to aid in project improvements and iterations.
RESPONSIBILITIES
Support with Setting up the System :
- Assist the M&E Manager in revising and finalizing of M&E tools to be used during the project, via pilot testing and iterating, particularly as they related to areas of performance indicators and their measurement.
- Support the M&E Manager in developing and updating the project M&E Work Plan to align with activities and timelines.
- Coordinate with the implementing partner(s) to secure written permissions from municipal and other stakeholders for M&E field activities, such as the baseline and endline evaluations.
- Work with the Project Management Unit (PMU) and associated partners to conduct the baseline and endline for the pilot, which may include surveys and focus group discussions.
- Assist the M&E Manager to develop and maintain an effective management information system ensuring it is updated in accordance with project activities and timelines.
- Organize and undertake training with the PMU and collaborating partners on project systems, data management, ethics, child safeguarding, etc., as required.
Implementation of M&E and Coordination :
Regularly collect data as outlined in the M&E Work Plan to measure progress against performance indicators.Check data quality through relevant mechanisms.Maintain and administer an M&E database and aggregate findings.Support project progress reporting, including baseline and endline, as well as pilot report to be submitted to the donor.Suggest recommendations to the M&E Manager for improving project performance based on M&E findings.Any other task assigned by the line manager.Principle Challenges :
Ability to follow through with multiple complex tasks with some supervision to derive the desired result.Be able to manage foreseen and unexpected field challenges.REQUIRED KNOWLEDGE, SKILLS & ABILITIES (KSA)
Required Qualification
Bachelors in Statistics, Public Health, Sociology, Economics, or equivalent degree.A Certificate / Qualification in M&E course is advantageous.Required Experience
At least two years of professional experience in an M&E position responsible for implementing M&E activities for development projects.Experience with both quantitative and qualitative data collection tools.Familiarity with data quality assurance and management.Experience in basic data analysis.Required Skills
Knowledge of monitoring and evaluation frameworks, tools, and practices.Demonstrated ability to liaise and negotiate with local stakeholders.Ability to work in a team and good interpersonal skills.Good computer applications and organizational skills.Ability to work independently with some supervision.Ability to work under time pressure and meet deadlines.Ability to work in diversified environments.Willingness and availability to travel and, on occasion, to work long and / or irregular hours.Numerical reasoning and basic analytics / monitoring & evaluation.
