Overview
Head : Campus Planning and Development (AD.05.3) – Johannesburg, South Africa. The role is based at the Southern Centre for Inequality Studies (SCIS) within Wits University and leads the Campus Planning and Development department.
Responsibilities
- Holistically oversee day-to-day operations and the strategic resourcing and development of the Department of Campus Planning and Development.
- Provide infrastructure advisory and planning services for the University’s property and infrastructure portfolio, including non-university owned property under certain circumstances.
- Manage and deliver on the department’s budget and financial reporting as budget holder.
- Ensure departmental functions adhere to University policies and governance processes.
- Oversee all project-related reporting for funding sources (e.g., University funds, donor / sponsor funds, government funds, and other sources).
- Develop and steward the University’s spatial development framework and its components.
- Align infrastructure planning with the University’s strategic frameworks and portfolios; provide infrastructure advisory and planning to develop and maintain project plans.
- Develop and maintain short-, medium-, and long-term infrastructure development plans for each University portfolio in line with overall priorities.
- Maintain and improve the University’s infrastructure delivery framework, including life-cycle programme / project management, procurement strategy, construction contracting strategy, and risk mitigation.
Qualifications
Honours Degree in Engineering or Architecture / Urban Planning (NQF Level 8) or equivalent.Minimum of 10 years’ relevant experience, with 3–5 years at tactical / managerial level.Must be registrable as a Professional in South Africa with a recognized Professional Council (e.g., ECSA).Strong understanding of contracting strategies for construction contractors and professional services, including standard forms of contracts.Strong understanding of governance, policy, and financial management in a large organisation.Strong understanding of procurement processes in large organisations.Ability to draft and maintain policies and standard operating procedures.Good computer skills with Microsoft Office and related software.Ability to work well with diverse groups and provide effective leadership.Knowledge of the built environment sector, including facilities management, construction, or engineering.Requirements
