Responsibilities
The Head position serves as the head of department who is responsible for holistically overseeing day-to-day operations and the strategic resourcing and development of the department in support of all of its primary functions which include :
- infrastructure advisory and planning
- infrastructure delivery
- financial management
- management reporting
The Head : Campus Planning and Development manages, and is responsible for, the single largest capital budget within the University. This includes Council funds, donor funds as well as funds channelled via various Government or quasi-State entities such as the DHET, DoH, IF etc.
Key Responsibilities And Activities Include The Following
Maintain and continuously improve the departmental structure in support of the department’s primary function.Manage staff performance and ensure that there is adequate development of staff in support of their functions and career growth aspirations.Ensure that there is adequate succession planning across all functions for business continuity.Oversee and manage the department’s budget allocation as the budget holder and oversight of financial reporting.Ensure department functions and processes adhere to University policies and governance processes.Oversight of all project related reporting requirements for all funding sources, e.g. Wits own funds, donor / sponsor funds, government funds, and any other sources.Develop and steward the University’s overall spatial development framework and all of its components.Aligning overall infrastructure planning with the University’s current strategic frameworks.Providing infrastructure advisory and planning services to all University portfolios to develop and maintain infrastructure programme or project plans.Developing and maintaining the short, medium and long-term infrastructure development plans for each University portfolio in accordance with overall University priorities.Maintain and continuously improve the University’s overall infrastructure delivery framework which includes :full life cycle programme / project management process supported with clear roles and responsibilities of all relevant stakeholders on programmes and projects
procurement strategy at a programme and / or project levelconstruction related contracting strategyrisk mitigation strategyRequired Academic Qualification / s, Competences, And Experience
Honours Degree in any Engineering discipline or Architecture / Urban Planning equivalent at a NQF Level 8A minimum of 10 years’ relevant experience, 3 - 5 years of which must have been at a tactical and managerial levelMust be registrable as a Professional in South Africa with a recognized Professional Council, e.g. ECSAExcellent understanding of contracting strategies for both construction contractors and professional services, including standard forms of construction contracting frameworks.Excellent understanding of organisational governance, policy and financial management processes in a large organisation.Excellent understanding of procurement processes in large organisations.Ability to draft and maintain policies and standard operating proceduresGood computer skills with Microsoft Office suite and other related industry-driven software.Ability to work well with diverse groups, and provide effective leadershipKnowledgeable in the built environment sector, including facilities management, construction and / or engineering.#J-18808-Ljbffr
