Information Communication (AFTN / AMHS)
Manage the planning, execution, and monitoring of Aeronautical Information Communication, ensuring adherence to safety protocols, operational procedures, and regulatory requirementsAdminister information communications (AFTN / AMHS / SWIM) fault management and network security protocols for Aeronautical Information CommunicationMonitor distribution and compatibility of information communications for Air Traffic Service (ATS) Messages, Air Traffic Flow Management (ATFM) Messages, NOTAM, Datasets and FF-ICE within the ATM system in accordance with the ATM Information Reference Module (AIRM); Co-ordinate, consult and liaise with clientsMaintain and file documents as per ISO and ATNS filing systems; Keep record of all aeronautical data changes or amendmentsComplete projects in line with defined time and quality requirements; Ensure data traceability in respect of disseminated information communications (AFTN / AMHS / SWIM).SWIM Services / Artificial Intelligence -
Define, implement and manage information services (information service interface, payload and overview) to be provided via SWIM to the ATM Community; Publish ATNS information services via SWIM service registryEstablish SWIM standards and a robust infrastructure to ensure reliable and secure information sharing, enabling seamless data exchange between qualified parties via interoperable servicesProvide SWIM governance mechanisms to manage the exchange of information and ensure data quality and integrityManage application development to support Air Traffic Management products (data and information) according to user requirements within the SWIM environmentManage application of artificial intelligence tools to support aeronautical information and data analytics enhancing aeronautical information products developmentApply AI technologies to improve the management of aeronautical data, making it more efficient, accurate, and responsive to growing data quantities.Systems / Applications & Networks -
Monitor, configure and provide standardized and seamless Aeronautical Telecommunication Network (ATN) services for air traffic services, aeronautical operational control, and other related administrative and operational services for the SADC Region and selected international markets; Conduct oversight on processes and report on information communication network availability (AFTN / AMHS / SWIM) to ensure maximum network availability and compliance with international standards.Governance, Compliance, Risk Management & Reporting -
Develop processes, procedures and relevant protocols for governing aeronautical information communicationEnsure compliance to all relevant regulation, legislation and standards; Address non-compliance and possible gaps in process effectiveness, to ensure that acceptable reliability standards are met, and that documentation and systems are compliant with regulatory and ATNS requirements; Identify risks and develop and implement approved mitigation plans and actions.Stakeholder Relations Management -
Develop and maintain sound and mutually beneficial relationships with key stakeholders through continued communication and engagement to support ongoing collaboration and alignmentRepresent ATNS at relevant national and multilateral forums; Participate in industry and regulatory forums and workgroups on a local, national, and regional level; Provide inputs and guidance to ICAO, CANSO, ATM / CNS Implementation Committee and other appropriate planning groups, sub-groups, working groups and task forces; Build and maintain sound relationships with all relevant business functions and teams within ATNS to enable alignment and collaboration.Financial Management
Manage expenditure in line with business objectives and priorities, and within approved financial parameters; Provide inputs into the development of the budgetEnsure effective management of operational costs to enable efficient utilisation of financial resources; Ensure compliance with the financial policies and procedures applicable in ATNS; Ensure accountability and reporting on all costs incurred against the approved budget including deviations.People Management -
Manage staff in accordance with HC policies, processes, and practicesEnsure that new employees have been properly on-boarded prior to commencing work; Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report issues to management and Human CapitalRecruit, train, and develop a highly skilled and knowledgeable Aeronautical Information Communications teamDevelop and administer proficiency assessments for information communications team; Develop and conduct training for identified personnel; Foster a culture of safety, continuous improvement, and professional development within the teamPromote high performance standards to achieve the function’s performance targets and strategies through implementation of the organisation’s performance management systemEnsure the availability of skilled and competent staff in the function to meet the current and future needs aligned to the departmental and overall business strategies;Mentor and coach staff as required to ensure continuous development and availability of the always required; Ensure the transfer of knowledge and skills to enable sustainability within AIM from a succession management perspectivePerform talent reviews in accordance with the HC Talent Management process; Drive employee engagement by creating a positive and productive work environment.Minimum requirements

At least 10 years’ experience in Air Traffic Management operations(AIM - NOTAM / AIP / DATASETS / COMMUNICATION CENTRE)Experience in AIM and Aeronautical Telecommunications and Networks, including experience with systems, VoIP technologies, message routing, AFTN / AMHS networks and System Wide Information Management (SWIM)In-depth knowledge of ICAO documents pertaining to information communications for Air Traffic Service (ATS) Messages, Air Traffic Flow Management (ATFM) Messages, NOTAM, Datasets, FF-ICE)Experience in defining requirements / specifications for information communications (AFTN / AMHS / SWIM)Experience in the design and implementation of information services and Application Programming Interfaces (APIs)Experience and knowledge of information communications within the Air Traffic Management system relating to ATS messages and aeronautical data and information, including :
