Organizational Location : This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Program Management Operations Directorate, Infrastructure, location is negotiable after selection. You must choose one of the following locations : Del Rio, TX; El Paso, TX; Laredo, TX; Rio Grande City, TX; Tucson, AZ; Washington, DC.
Duties
- Provide significant analysis for important Program Management Operations Division (PMOD) programs where communication gaps and degradation exist, compromising CBP's ability to perform operations and jeopardizing officer safety.
- Apply new hypotheses and concepts to improve the effectiveness and efficiency of operations to resolve complex policy questions.
- Support and significantly affect CBP organizational objectives.
- Plan, organize, coordinate, control, and evaluate border technology project activities including technology deployment.
- Direct activities or projects, which include project management, operational availability analysis, configuration and change management, and asset management.
- Oversee the overall planning, direction, and timely execution of major border technology repairs and projects required to develop and substantiate a business case for selected projects.
- Manage organizational changes, direct subordinate organizational units and multi-year work plans, approve allocation / distribution of funds, manage assets, and recommend process improvements to improve quality and reduce costs.
- Develop new / improved approaches, ensure program / process coverage by internal controls, streamline and coordinate program activities, and emphasize cost reduction and quality improvement.

1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as managing multi‑year programs for the construction, deployment, and maintenance of border infrastructure and technology.Using standard program management processes and tools to plan, schedule, track performance, and deliver within established budgets and timelines.Conducting advanced quantitative and qualitative analyses to develop performance metrics and process controls, and implementing improvements that reduce cycle time, enhance quality, and lower costs across program activities.Interpreting broad legislation, regulations, and policy to develop and implement program‑wide guidance, procedures, and strategies, including creating new or revised PMOD processes where existing guidelines are limited or require adaptation.Leading cross‑functional, complex projects that cut across organizational lines, preparing authoritative reports and briefings for senior leadership, and influencing stakeholders to adopt recommendations.Exercising budgetary oversight for program segments, including allocating and distributing funds, overseeing acquisition and configuration / change management activities.Resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.Experience includes paid, unpaid, and volunteer work (e.g., Peace Corps, AmeriCorps).Must meet all qualification requirements, including education if applicable.Must meet all applicable time‑in‑grade requirements by 11 / 28 / 2025.Certain political appointees may require disclosure; Office of Personnel Management must authorize employment offers.Background investigation required, with detailed questions about felony convictions, drug use, controlled substances, and more.Residency requirement for all applicants not currently employed by CBP (minimum three of last five years U.S. residence). Managerial Probationary Period : You may be required to serve an 18‑month probationary period upon appointment.Leadership Training : All newly appointed second‑level Managers are required to complete mandatory training, scheduled within the first 90 days. The duration includes 4 weeks of in‑resident training in Harpers Ferry, WV.
